Bicycle Parking and Storage Policies and Procedures
INTRODUCTION:
Fire Codes, Building Codes, and the University of Colorado at Boulder
bicycle parking regulations are aimed at mitigating the hazards associated
with an emergency evacuation. The obstruction of a building's egress
paths, by obstacles including bicycles, will hinder occupants' ability
to exit quickly and safely, thereby causing an unacceptable risk to safety
and life. Particular attention is to be paid to ensure that exit corridors
and stairways are not obstructed.
POLICIES AND PROCEDURES::
During an emergency, leave the building without your bicycle.
Carrying a bicycle in the corridors and stairs during an emergency will
endanger the lives of you and other occupants and is prohibited.
Bicycles are never to be parked in corridors, hallways,
exit stairs, public areas or in any place, such as laboratories, where
they may constitute a safety hazard.
Bicycles are not to be parked inside a building, except
safely in private offices and other designated areas, at any time without
the written permission of the building proctor.
Any bicycle (registered or not) parked in a manner such
as to constitute a safety hazard (e.g., obstructing a doorway or walkway)
is subject to immediate impounding. The building proctor is to take
necessary actions to have all bicycles that constitute a safety hazard
removed immediately.
Bicycles are not to be parked in or on any service drive,
building entrance, walkway ramp, or any other passageway to which emergency
equipment or service equipment may need access.
Bicycles are not to be locked to railings or fire hydrants.
Bicycles are required to be parked in bicycle racks or
in areas designated by building proctors.
ACTIONS TO BE TAKEN TO ENSURE COMPLIANCE:
While UCB Parking Services is ultimately responsible for enforcement
of the above stated regulations, every occupant and the building proctors
should promote a safe environment for teaching, research, and public service.
If building proctors or occupants observe a bicycle parked (or being placed)
in an unauthorized location, such as laboratories, corridors, or stairs,
the following steps are to be taken.
1. If possible, immediately inform the building proctor (or Parking
Services if the building proctor cannot be contacted) that a bicycle
is parked in a location in violation of fire and building code requirements
and Parking Services regulations.
2. If possible, the building proctor should immediately remove
the bicycle from the building and notify Parking Services at 492-6666
of its location. If the bicycle is locked and cannot be removed, Parking
Services should be notified that immediate action needs to be taken
to cut the lock and remove the bicycle.
