Introduction:
The capital construction process is used to contruct all buildings
and renovations costing more than $500,000 or that will involve
debt financing of any amount. Much of
the process is formalized by State statute, while other parts are
institutionalized at the campus and university level. The
checks and balances established in these processes take time to
resolve, but result in financially prudent, sustainable, high-quality
buildings that are well suited to their end users.
Capital Construction Thresholds
There are multiple capital construction processes depending on
the anticipated total project cost. Different Faciliites
Management departments can assist a project initiator with accomplishing
their project. The cost thresholds are:

For minor capital construction projects, Facilities Planning works
with project managers to determine the required steps necessary
to accomplish a project. For major capital construction projects,
Facilities Planning will assist clients through the full process
described below.
Outline of the Process:
In 1994, Facilities Management examined the capital construction
process to better define the requirements for a capital construction
project. While individual steps have varied, the basic ten
phases have not changed. The ten phases of a capital project

The length of time necessary to navigate through such an extensive
process will vary depending on the magnitude of the project, the
source of funding, and the political resolve of the sponsoring parties.
Projects have been realized in as little as three years, while others
have taken nearly twenty. Most projects take between seven
and nine years from project initiation to occupancy at the end of
construction.
