FM Home > Planning Home > Glossary > Capital Constuction Funds -- Exempt Capital Construction Funds -- Exempt (CCFE) Description:These monies are funds transferred into the Capital Construction Fund, designated as a reserve fund in Section 24-75-302 (1)(a). Expenditures from the Capital Construction Fund are outside the spending limits of Article X, Section 20 of the Colorado Constitution (the TABOR Amendment). These funds are colloquially referred to as "State Funds" since the Legislature appropriates these monies for capital projects. Notes:1) CCFE monies cannot be used to pay for internal charges of the campus. Thus, project management, campus plant investement fees, parking relocation costs cannot be funded through this part of the project's revenue. 2) The falling State revenue experienced between 2001 and 2005 and the TABOR cap have severely limited transfers to the State reserve fund. In 2006, there was some easing of the tight funding cycle due to passage of 2005's Referendum C. There now is a backlog of projects competing for CCFE funds which may take time to clear. 3) CCFE monies are used to fund capital construction, controlled maintenance, and capital renewal projects. |
