Controlled Maintenance (CM)
Description:
Controlled Maintenacne requests arise out of the deterioration of a facility's
physical and functional condition and the inability to comply with current
codes. These are referred to as "maintenance driven" requests,
as opposed to "program-driven" requests, which would constitute
a capital construction project.
Controlled maintenance includes:
- Projects more than $15,000, corrective repairs code compliance, energy
conservation or replacement used for existing state-owned, general-funded
buildings;
- Other physical facilities, including but not limited to, utilities
and site improvements, which are suitable for the retention and use
for at least five years;
- Replacement and repair of the fixed equipment necessary for the operation
of such utilities, when such work is not funded in an agency's operating
budget to be accomplished by the agency's physical plant staff.
Controlled maintenance does not include:
- Corrective repairs or replacement when such work is funded in an agency's
operating budget to be accomplished by the agency's physical plant staff;
- Repair and replacement of fixed or moveable equipment necessary for
the conduct of programs (such repairs are Capital Outlay);
- Repairs for rented or leased facilities, or facilities maintained
by a self-liquidating property fund;
- Minor maintenance projects may not be accumulated to create a controlled
maintenance project.
Notes:
1) Controlled maintenance is funded out of the Capital Construction
Fund and as such controlled maintenance requests compete with capital
projects for money. Since 2001, very few Controlled maintenance
projects have been funded.
2) Controlled maintenance requests are submitted to State Buildings
in September and are not reviewed by CCHE.
